Thirteen years ago, hate speech aired on the radio by Hutu extremists (including two journalists) caused the death of nearly a million Tutsis. Can we improve our ability to prevent these disasters? Professor Hamelink considers the balance between free speech and preventing violence, but says "Persons who propagate hate speech take away their victim's right of free speech."
